10th Street Improvements Project

City of Gold Bar

Sealed bids will be received by the Public Works Director at the City of Gold Bar City Hall located at 107 5th Street, Gold Bar, Washington 98251, until 2:00 PM, March 5th, 2018, and not later, and will then and there be opened and publicly read at that time for the construction of the following improvements:

The 10th Street Improvements Project consists of ±1200 lineal feet of new 8-inch DI water main with associated valves, fittings, fire hydrants, air vacs, and water services. It also includes the construction of curb and gutter, sidewalk, driveways, curb ramps, stormwater infrastructure, bio-swale, traffic control, grind and overlay, construction surveying, and associated project restoration as shown on the Contract Plans.

The engineer’s estimate for this project is $500,000 – $600,000. The time of completion (performance period) for this Project is 50 working days.

Free-of-charge access to project bid documents (plans, specifications, addenda, and bidders list) is provided to Prime Bidders, Subcontractors, and Vendors by going to http://www.bxwa.com and clicking on “Posted Projects,” “Public Works,” and “City of Gold Bar.” This online plan room provides Bidders with fully usable online documents with the ability to: download, view, print, order full/partial plan sets from numerous reprographic sources, and a free online digitizer/take-off tool. It is recommended that Bidders “Register” in order to receive automatic email notification of future addenda and to place themselves on the “Self-Registered Bidders List.” Bidders that do not register will not be automatically notified of addenda and will need to periodically check the on-line plan room for addenda issued on this project. All bids shall be submitted on the prescribed Bid Forms and in the manner as stated in this advertisement and in the Project Manual and said bids shall be accompanied by a bid deposit in the form of a cashier’s check, postal money order, or surety bond to the City of Gold Bar in the amount of five percent (5%) of the total amount of the bid. If a surety bond is used, said bond shall be issued by a surety authorized and registered to issue said bonds in the State of Washington. The bond shall specify the surety’s name, address, contact and phone number, and shall include a power of attorney appointing the signatory of the bond as the person authorized to execute it. Should the successful bidder fail to enter into the Contract and furnish satisfactory performance bond within the time stated in the Information for Bidders, the bid deposit shall be forfeited to the City of Gold Bar. Faxed bids and/or surety bonds will not be accepted.

This project is funded in part by the Snohomish County Community Development Block Grant Program.

Contractors/Subcontractors must comply with Executive Order 11246 as amended by Executive Order 11375 regarding affirmative action and equal opportunity.

This project is subject to MBE participation. Solicitation of MBEs is required.

Contractors/Subcontractors must comply with Section 3 of the Housing and Urban Development Act of 1968. Solicitation of Section 3 businesses is required.

A Pre-Bid telephone conference regarding federal requirements may be held by calling Snohomish County (OCHD) Dee White, Grants Analyst at 425.388.3260, prior to bid opening.

The Contractor, all Subcontractors and Lower Tier Subcontractors will be required to attend a mandatory pre-construction meeting to review all of the HUD requirements and receive technical assistance prior to construction.

This project is subject to state and federal prevailing wage rates. All contractors and subcontractors must pay the higher of the two wages for each job classification.

In the event of conflicting requirements, the most restrictive will apply.

The City of Gold Bar reserves the right to accept the bid that is in the best interest of the City, to postpone the acceptance of bids and the award of the Contract for a period not to exceed sixty (60) days, or to reject any and all bids received. Subject to the foregoing, the bid may be awarded to the lowest responsible bidder. When awarded the Contract, the successful bidder shall promptly execute the Contract and shall furnish a bond of faithful performance of the Contract in the full amount of the Contract price.

Bids must be submitted in a sealed envelope with the outside clearly marked with the bid opening date and time, the project name and number as it appears in this advertisement and the name and address of the bidder.
