Linda Ave Water Main Replacement Project

Sealed bids will be received by email to Denise Beaston (d.beaston@cityofgoldbar.us), as outlined in Section 1-02.9 of the special provisions, until 5:00 PM, June 20, 2023. The email subject shall be “Bid Proposal for Linda Ave Water Main Replacement Project.” Bidders submitting will select “request delivery receipt” option when sending email and/or include request for receipt in writing within the email. Bidders may call Denise Beaston at 360-793-1101 to confirm receipt of the bid submittal. Bids received after the time fixed for the opening will not be accepted. There will not be a public bid opening per recommendations by the State of Washington and the Center for Disease Control and prevention. Results will be tabulated and recorded by City staff with the Mayor witnessing and will be posted and emailed to all bidders by 5:00 pm on Friday, June 23, 2023.
The three lowest bidders shall mail the hard copy of their bid to the City of Gold Bar (107 5th Street, Gold Bar, WA 98251) as soon as possible after notification. Bidders who are not one of the notified three lowest bidders do not need to provide a hard copy of the original bid.
The work to be performed is as follows:
Schedule A:
The work to be performed under these specifications consists of furnishing all labor, tools, materials, and equipment necessary for construction of the Linda Ave Water Main Replacement Project. Generally, Schedule A includes the construction of ±3,700 lineal feet of new 8-inch DI water main and ±150 lineal feet of new 6-inch DI water main with associated valves, fittings, fire hydrants, air and vacuum release valves, and water services. It also includes traffic control, trench repair, construction surveying, and associated project restoration as shown on the Contract Plans, these Contract Provisions, and the Standard Specifications.
Schedule B (Additive 1):
The work to be performed under these specifications consists of furnishing all labor, tools, materials, and equipment necessary for construction of the Linda Ave Water Main Replacement Project. Generally, Schedule B includes the construction of ±360 lineal feet of new 8-inch DI water main, ±30 lineal feet of new 6-inch DI water main, and ±30 lineal feet of new 4-inch DI water main with associated valves, fittings, and water services. It also includes traffic control, trench repair, construction surveying, and associated project restoration as shown on the Contract Plans, these Contract Provisions, and the Standard Specifications.
The Contracting Agency may, at their discretion, award a Contract for the Base Bid, without any additional Additive(s) in the event that all Bids exceed the available funds. In any case, the award will be subject to the requirements of section 1-03.
The engineer’s estimate for this project is $1,200,000 – $1,325,000, excluding sales tax. The time of completion (performance period) for this Project is 70 working days for the base bid with an additional 10 working days if the additive schedule is awarded.
Free-of-charge access to project bid documents (plans, specifications, addenda, and bidders list) is provided to Prime Bidders, Subcontractors, and Vendors by going to http://www.bxwa.com and clicking on “Posted Projects,” “Public Works,” and “City of Gold Bar.” This online plan room provides Bidders with fully usable online documents with the ability to: download, view, print, order full/partial plan sets from numerous reprographic sources, and a free online digitizer/take-off tool. It is recommended that Bidders “Register” in order to receive automatic email notification of future addenda and to place themselves on the “Self-Registered Bidders List.” Bidders that do not register will not be automatically notified of addenda and will need to periodically check the on-line plan room for addenda issued on this project. All bids shall be submitted on the prescribed Bid Forms and in the manner as stated in this advertisement and in the Project Manual and said bids shall be accompanied by a bid deposit in the form of a cashier’s check, postal money order, or surety bond to the City of Gold Bar in the amount of five percent (5%) of the total amount of the bid. If a surety bond is used, said bond shall be issued by a surety authorized and registered to issue said bonds in the State of Washington. The bond shall specify the surety’s name, address, contact and phone number, and shall include a power of attorney appointing the signatory of the bond as the person authorized to execute it. Should the successful bidder fail to enter into the Contract and furnish satisfactory performance bond within the time stated in the Information for Bidders, the bid deposit shall be forfeited to the City of Gold Bar. Faxed bids and/or surety bonds will not be accepted.
Contractors/Subcontractors must comply with Executive Order 11246 as amended by Executive Order 11375 regarding affirmative action and equal opportunity.

This project is subject to State prevailing wage rates.
The City of Gold Bar reserves the right to accept the bid that is in the best interest of the City, to postpone the acceptance of bids and the award of the Contract for a period not to exceed sixty (60) days, or to reject any and all bids received. Subject to the foregoing, the bid may be awarded to the lowest responsible bidder. When awarded the Contract, the successful bidder shall promptly execute the Contract and shall furnish a bond of faithful performance of the Contract in the full amount of the Contract price.
